Justification and Approval Crisis Management System SaaS

This notice provides public availability of the approved Justification and Approval for other than full and open competition for Contract No. GS-02F-142BA / 70FA3126F00000031 , awarded to ESi/Juvare for the Unified Command Platform � Crisis Management System (CMS) SaaS. This posting is made in accordance with FAR 6.305 and FAR 5.406. FEMA intends to award a firm-fixed-price, sole-source contract under NAICS 541511 to ESi/Juvare for a commercial Software-as-a-Service (SaaS) solution, the Unified Command Platform, to serve as FEMA�s enterprise Crisis Management System. The SaaS solution will provide hosting in a FedRAMP High (Impact Level 4) environment, system operations and maintenance, cybersecurity and patch management, elastic scaling, configuration and migration of FEMA�s existing CMS workflows and data, and user support for approximately 28,000 users nationwide. The period of performance includes a base period and option periods. The approved J&A, providing additional details, is attached to this notice
