This procurement action is for a firm fixed-price construction contract to remediate the former Franklin Slag site located at the northeast corner of Castor and Delaware Avenues in Philadelphia, PA in an industrial setting. The Franklin Slag Pile Superfund Site contains slag material associated with the recycling of smelting operations of the former Franklin Smelting and Refining Company (FSRC), located adjacent to the Site. MDC Industries (MDC) dried, crushed, sorted, and packaged the slag material for resell as aggregate mainly for roofing products, and abrasive grit for sandblasting, and a consignment basis. During the MDC operation, material from the slag pile was observed migrating off Site in all directions as fugitive dust and sediment. In 1999, both the FSRC and MDC operations were ceased and the facilities and adjacent streets, drainage features, and railroad right of way were remediated. The slag pile was combined and graded into a stable stockpile and encapsulated under an interim 40 mil HDPE geocomposite liner cap. Although the Site is immediately surrounded by industrial and government utility facilities, the site has environmentally impacted the local residential and light commercial areas to the northwest of the Site. The final Record of Decision (ROD), completed August 2020, is to eliminate the future potential impact on the local community under this temporary remedy and allow this site to be redeveloped to improve the economy of the community.
