Description: The United States Coast Guard (USCG) intends to solicit and negotiate a sole source contract with Flight Safety International for initial, recurrent and advanced training services for pilots, mechanics, and crew operating or maintaining Gulfstream GVIII-G700 aircraft. Authority: This action is being conducted under the authority of 10 U.S.C. 3204(a)(1), as implemented by RFO Subpart 6.103-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements). Justification: The USCG recently acquired two Gulfstream GVIII-G700 aircraft to recapitalize and expand the USCG fleet. Gulfstream GVIII-G700 aircraft training for pilots, technicians, and cabin attendants requires model specific Level D simulators and FAA approved training curricula. The Government has determined that Flight Safety International is the only source capable of providing this specialized training. Disclaimer: This announcement constitutes the only notice of this intent. A formal solicitation will not be issued. However, all responsible sources may submit a capability statement demonstrating their ability to meet the USCG's requirements. Any capability statements received will be considered for the purpose of determining to cancel action and conduct a competitive procurement. NAICS Code and Size Standard: The North American Industry Classification System (NAICS) code for this acquisition is 611512 (Professional Organizations), with a small business size standard of $34 million. Response Instructions: Interested parties may submit capability statements electronically to jessica.a.griffin@uscg.mil no later than June 8, 2026 11:59PM. Capability statements should clearly and concisely demonstrate the offeror's technical qualifications, experience, and ability to provide GVIII-G700 aircraft training for pilots, technicians, and cabin attendants utilizing model specific Level D simulators and FAA approved training curricula.
