Public Posting Notice � FAR 6.305(a) JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION Pursuant to FAR 6.302-1 � Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements Agency Millennium Challenge Corporation Contracting Activity Department of Administration and Finance, Administrative Services Division Contractor Penn Parking Incorporated Description of Requirement The requirement is for qualified transportation fringe benefit parking services for eligible employees at the MCC Headquarters location in Washington, DC. The contract will provide approved personnel access to parking facilities for official business purposes in accordance with applicable Federal transportation fringe benefit requirements. Authority Cited This acquisition is conducted pursuant to: 41 U.S.C. 3304(a)(1) FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements Rationale Supporting Use of Authority Penn Parking Incorporated operates the garage located at Franklin Court beneath MCC Headquarters. Tenants of the building have first right access to parking spaces based on rentable square footage. Market research determined that Penn Parking is the only parking facility contracted with the building that has sufficient available spaces within walking distance and within the prevailing price range for comparable Washington, DC parking facilities. Period of Performance March 1, 2026 through April 30, 2037, including option periods aligned with the current MCC lease agreement. Market Research Market research was conducted on alternative parking facilities in the surrounding area. The research concluded that no other nearby garages could provide the required number of parking spaces within a comparable price range. Interested Sources No additional sources expressed written interest in the requirement. Actions to Increase Competition At this time, no barriers to competition have been identified that can reasonably be removed prior to a subsequent acquisition.
