This is a Sources Sought only. The Hawaii National guard is seeking inforamtion for market research purpose to identify capable and qualified sources, particularly Small Businesses, capable of providing the services described below. The Governmnet will not pay for any information or adminsitrative costs incurred in response to this notice.This notice is for planning purposes only. All interested partied should respond. The scope of work requires the removal and proper disposal of contaminated aviation (jet) fuel. The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to safely drain, remove, transport, and recycle/dispose of approximately 3,500 gallons of Jet-A fuel suspected of hydraulic fluid contamination. The fuel is currently stored in a mobile R-11 refueler located on the Hickam AFB Airfield. There shall not be any form of spill on government property during duration of service for this project. The work shall be performed following all applicable Federal and State codes and regulations. Key Performance Requirements: Safely drain the R-11 refueler. Prevent, contain, and immediately report/cleanup any spills on Government property. Transport and dispose of/recycle the contaminated fuel in strict accordance with all applicable Federal, State of Hawaii (HDOH), and Environmental Protection Agency (EPA) Resource Conservation and Recovery Act (RCRA) codes and regulations. Provide a certified waste manifest document to the Government no later than seven (7) days after final inspection. Contractor personnel must meet all base access and security requirements for JBPHH. Interested parties are requested to submit a Capability Statement demonstrating their ability to fulfill the requirement. Submissions should be brief (no more than 3-5 pages) and include the following information: 1. Company Profile: Company Name, Address, Point of Contact (Name, Phone, Email), CAGE Code, and Unique Entity ID (UEI). 2. Business Size & Socioeconomic Status: Identify business size under NAICS 562211. Indicate if the firm is an 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), or Large Business. 3. Technical Capability: A brief narrative demonstrating the company's capability, equipment, and trained personnel required to safely extract, transport, and dispose of hazardous liquid waste (contaminated Jet-A fuel). 4. Licensing & Permits: Confirmation that the firm possesses (or can obtain) the necessary Federal and State of Hawaii environmental permits/licenses for hazardous waste transport and disposal. 5. Past Performance: Examples of recent, relevant contracts (Federal, State, or Commercial) involving similar fuel purging and disposal operations.
