Description

2 SFS has identified the need for an Inventory/Accountability System in order to keep proper accountability for items amongst their warehouse, as well as to keep track of the key performance indicator (KPI) data to help plan for the restructuring of their unit. The squadron currently does not possess an electronic system to keep accountability of issued items, relying on paper copies that they consider outdated. Without this equipment, there is a high probability of losing chain of custody on high ticketed equipment, increasing fraud, waste and abuse an ultimately lowering wing funding for future programs. Key technical requirements include a validated on-premises architecture consisting of dedicated servers, mobile workstations, and network switches for three distinct operational areas, ensuring Common Access Card (CAC) authentication for an immutable audit trail tied to individual DoD IDs. The system must support hybrid barcode and RAIN RFID workflows, utilizing H-RAMP encoding application and Honeywell CN80G rugged mobile computers for real-time asset tracking. Furthermore, the requirement includes military SME-led engineering support for data normalization, custom reporting for DD/DA hand receipts, five days of intensive onsite implementation and training, and the provision of necessary security artifacts to support Risk Management Framework (RMF) review and eMASS documentation under Package Number 2429. The 2d SFS requires an integrated, CAC-enabled, and DoD-configured solution required to meet the specific mission objectives on behalf of Air Force Global Strike Command and the 2d BW. Standard commercial offerings and third-party resellers of WASP software lack the proprietary modifications required for CAC authentication, custom military hand receipt generation, and the H-RAMP RFID encoding integration. Additionally, 2 SFS requires a validated standalone on-premises architecture that is critical for disconnected operations in sensitive Arms Room environments, a capability that cloud-based or standard network dependent alternatives cannot fulfill. The scope of this action includes the necessary hardware, software, and professional training services required to ensure a fully functional, self-contained system that operates independently of the USAF network infrastructure, making it a unique acquisition tailored to the high-security operational needs of the 2d SFS Arms Room and warehouse environments.
