Soldier Resilience, Therapeutic Support, and Trauma?response Services

1. Purpose The Mission Installation Contracting Command (MICC) at Fort Jackson is conducting market research to identify providing resilience, therapeutic, trauma?response, and wellness support services within a 40?mile radius of Fort Jackson, SC. The information received will assist the Government in shaping future requirements, refining the acquisition strategy, and validating the availability and capability of local service providers. This Request for Information (RFI) is not a solicitation for proposals, quotations, white papers, or solutions, and it does not obligate the Government to acquire any products or services. This RFI is issued solely for planning and market research purposes. The purpose of this RFI is to obtain information, conduct market research, assess technical viability, and explore industry capabilities to inform future requirements and acquisition strategies for the Soldier Monitoring System (SMS) effort described below. Your response to this RFI will be treated as information only. All costs incurred in responding to this RFI are solely at the respondent�s expense. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submitting a response to this announcement or from the Government�s use of any information submitted. Information provided by industry will support the Government in requirements prioritization, acquisition strategy development, and the refinement of the Statement of Work/Statement of Objectives and performance specifications. Interested parties are responsible for properly marking proprietary or competition?sensitive information contained in their response. Proprietary information, if any, shall be minimized and MUST BE CLEARLY MARKED. The Government will not release any information marked with a proprietary legend to firms, agencies, or individuals outside the Government without written permission in accordance with the marking legend. RESPONDENTS MUST NOT INCLUDE CLASSIFIED INFORMATION IN THEIR RESPONSE TO THIS RFI. Background The 193d Infantry Brigade (IN BDE) at Fort Jackson has experienced a series of traumatic events that have significantly affected Soldiers, cadre, and their families. These events include: High stress and anxiety associated with Drill Sergeant duties Suicidal ideations or attempts among trainees or cadre Exposure to traumatic incidents inherent in initial entry training Emotional fatigue and burnout from continuous high?tempo operations To mitigate the risks associated with these stressors, the Brigade has developed a Traumatic Event Management (TEM) Standard Operating Procedure (SOP). The SOP outlines: Preventive measures to reduce the likelihood of traumatic stress Commander�s guidance and intent Roles and responsibilities A structured response framework to ensure traumatic events are handled as a battle drill, not an ad hoc reaction The Brigade requires specialized, accessible, and professional services that enhance Soldier resilience, mental fitness, and holistic health, and that support the TEM framework. 3. Scope of Required Services The Government is seeking information from vendors capable of providing one or more of the following services within 40 miles of Fort Jackson: A. Resilience and Wellness Services Stress management programs Resilience?building workshops Mindfulness, grounding, and coping?skills training Holistic wellness programs (e.g., yoga, meditation, breathwork) B. Therapeutic and Counseling Services Individual counseling Group therapy Trauma?informed care Crisis intervention support Licensed mental health services (LPC, LCSW, LMFT, Psychologist) C. Post?Trauma Response Services Rapid?response support following traumatic events Facilitated group processing sessions Critical incident stress management (CISM) Trauma debriefing aligned with the Brigade�s TEM SOP D. Preventive and Educational Services Suicide prevention education Behavioral health awareness Workshops for cadre, Drill Sergeants, and leadership Family support and resilience education 4. Geographic Requirement All services must be physically located within a 40?mile radius of Fort Jackson, SC, to ensure accessibility for Soldiers and cadre. 5.
