THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command (NAVAIR) at Patuxent River, MD has a requirement to award a new Order under a previously established Basic Ordering Agreement (BOA) to provide comprehensive Integrated Logistics and Engineering Support for the AN/ALQ-165 Airborne Self Protection Jammer (ASPJ) System in support of Foreign Military Sales (FMS) customers. This effort will encompass the full range of sustainment activities required to ensure the operational readiness of ASPJ systems currently fielded, and any future systems, with FMS partners. This contract is planned to contain a base year and one option year, and is intended to satisfy requirements for Fiscal Year (FY) 2026 through FY 2028. The Government intends to solicit this effort on a sole source basis to Complete Logistics Support, Inc., in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 3204(a)(1), as implemented by FAR 6.103-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.� Complete Logistics Support, Inc., is the only known source that currently possesses or has authorized access to the necessary technical data and program management infrastructure required to execute these international sustainment efforts, and no other supplies or services will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the Contract Specialist, Craig Hayden at craig.s.hayden2.civ@us.navy.mil. Responses to this notice must be submitted by 5 June 2026. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future procurement.
