Description
The purpose for this amendment is to post Questions and Answers sent to the contracting office regarding 36C24926Q0196 and to extend the closing date to allow for requested site visits. The revised closing date and time is extended to 06/18/2026 at 11:00 AM CT. Below are the Questions and Answers as well as 2 attachments Referenced in the SOW (question 4). Question and Answer Confirm whether the Government is requesting mowing, trimming, and edging services as part of this requirement? Answer: No, the Government is not requesting mowing or trimming; however, edging services will be required for all the bedding on campus as stated on 2.1.2. of the Statement of Work. Will the Government be conducting a site visit for this requirement? If so, please provide the date, time, and meeting location. Answer: Yes, the Government will be conducting a site visit for this requirement. The site visit will be coordinated with the COR. Suggested dates 6/2/26 - 6/4/26 OR 6/9/26 - 6/11/26 between the hours of 10 AM and 1PM. Please provide the previous contract number (if applicable) for reference and scope clarification. Answer: This is a new contract, currently the station facilities employees are providing the service. The SOW references Attachment A (Landscaping Improvement Key Plan) and Attachment B (Snow and Ice Removal Plan). Please provide these documents so offerors can accurately assess the areas of performance. Answer: See amendment attachments. The solicitation references CL 120 Supplemental Insurance Requirements. Please provide this attachment and any additional clarifying insurance requirements applicable to this contract. Answer: ?## SUPPLEMENTAL INSURANCE REQUIREMENTS In accordance with FAR 28.307-2 and FAR 52.228-5, the following minimum coverage shall apply to this contract: (a) Workers' compensation and employers liability: Contractors are required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 is required, except in States with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers. (b) General Liability: $500,000.00 per occurrences. (c) Automobile liability: $200,000.00 per person; $500,000.00 per occurrence and $20,000.00 property damage. (d) The successful bidder must present to the Contracting Officer, prior to award, evidence of general liability insurance without any exclusionary clauses for asbestos that would void the general liability coverage. (END OF CLAUSE) Please confirm whether pest, rodent, wildlife, or burrowing animal control (e.g., gophers, moles) is included in the scope of work. The SOW references herbicide application but does not address pesticide or wildlife control requirements. Answer: Pesticide or wildlife control is not part of this requirement. Section 8.2 states that no space will be provided for storage of equipment or materials. Please confirm whether this applies to landscaping equipment as well as snow removal equipment, and whether temporary daytime staging is permitted during active work. Answer: No space will be provided to store landscaping equipment, either. Temporary daytime staging is permitted during active work, but the VA facility is not responsible for any misplaced or missing equipment in any given situation. Is a site visit available? Answer: See Question 2 Can we price the snow events per occurrence? a. One price for deicing b. Once price for removal Answer: Yes, please use the schedule as ow pricing will be utilized. These CLINS will have a not to exceed (NTE) price. Any services anticipate over that amount will need prior CO approval and funding. a. per incidence deicing is adequate b. per incidence snow removal is adequate. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number? Answer: See Question #3 The bid in SAM.Gov it says it s set aside for disabled veterans. Is that still the case? Answer: Yes, this is set-aside 100% for Service Disabled Veteran Owned Small Businesses.
