THIS IS A NON-COMPETITIVE NOTICE OF INTENT COMBINED SYNOPSIS/SOLICITATION TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL AND OPEN COMPETITION. The National Institutes of Health (NIH)'s Office of Acquisition and Logistics Management (OALM) intends to negotiate and award a purchase order under the Simplified Acquisition Threshold (SAT) without providing for full and open competition. This purchase order is for technical support for the National Institute of Allergy and Infectious Diseases' (NIAID) International Centers in Excellence (ICER) in various sites throughout the country of Cambodia to Axle Informatics, 6116 Executive Blvd, Suite 400, North Bethesda, MD 20852. The rationale for a sole source award is due to Axle Informatics currently supporting this requirement under the expiring Operations and Technical Support Services (OTSS) Blanket Purchase Agreement (BPA). Crucial clinical research support services are required as several clinical trials conducted by NIAID are in process, with new trials expecting to start in the near future. Without continuous clinical research support services, including patient care and recruitment, clinical research into diseases, most prominently malaria, will lapse and valuable research knowledge will be lost and current patients will be unable to recieve care. NIAID is in the process of planning for the successor acquisition; this three (3) month period of performance will enable NIAID to solicit and award a new procurement to fulfill this requirement on a long-term. Therefore, this acquisition is restricted to Axle Informatics.
