Special Notice Special Notice Page 6 of 6 Special Notice *= Required Field Special Notice Page 1 of 6 DESCRIPTION NOTICE OF INTENT TO SOLE SOURCE This notice is in accordance with (IAW) Federal Acquisition Regulation (FAR) Overhaul 5.101. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 10, hereby provides notice of its intent to award a sole source, firm-fixed price contract for the product/service listed below to a service-disabled veteran-owned small business, Melling LLC, headquarters out of Alexandria, Virginia. The contract is expected to be awarded under the authority of FAR Overhaul 12.102(a) for acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision. A Sole Source Justification for Other Than Full and Open Competition has been prepared. The anticipated award date is no later than 06-19-2026. The contractor will provide the product listed below This is a sole source requirement. The Lt. Col Charles S. Kettles VAMC, 2215 Fuller Rd, Ann Arbor, MI 48105, and Network Contracting Office 10, 2780 Airport Dr., Suite 340, Columbus, OH 43219 is requesting to purchase the Soniquence Smooth Wave i200 unit and accessories for the eye clinic. This equipment will be utilized in Oculoplastic procedures to address various conditions. The equipment is used to cut tissue and control bleeding during surgical procedures by delivering high-frequency electrical energy to body tissues. The Soniquence Smooth Wave i200 is a radiofrequency unit for precise cutting and coagulation with minimal thermal damage. The NAICS code is 339112 with a small business size standard of 1,000 employees. The VA intends to solicit and negotiate with Melling, LLC, located at 658 S. Columbus Street, Alexandria, VA 22314 Market research was able to identify domestic commercial products that can meet this requirement. Research shows that the requested Smooth Wave i200 unit is manufactured by Soniquence. Research reveals that the equipment can be procured through Melling LLC (SDVOSB). A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award and must submit a current authorized distributor letter from the manufacturer. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities like an authorized distributor/reseller letter from their source of supply if not a manufacturer that will demonstrate the ability to support this requirement.
