SUBJECT: Sources Sought Notice: Pacific Maritime Transportation and Towage Services Blanket Purchase Agreement The 921st Contracting Support Battalion is issuing this sources sought as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Pacific Maritime Transportation and Towage Services. The intention is to procure these services on a competitive basis. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE MARKET RESEARCH, THIS PROCUREMENT MAY BE PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. PLACE OF PERFORMANCE The work to be performed under this contract will be performed at any location in the INDOPACOM AOR, as specified in individual Blanket Purchase Agreement Orders. RESPONSES WILL NOT BE RETURNED TO THE RESPONDER. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE, IF ANY ISSUED." REQUIREMENTS BACKGROUND This is a non-personal services requirement to provide comprehensive maritime support services to support US Army operations in the Pacific. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the following: Ocean Transportation Services: Providing watercraft such as ocean support vessels or tug and barge combinations capable of transporting general and specialized military cargo, which may include ammunition, military equipment, vehicles, personnel, containers, rigid inflatable boats, generators, and palletized goods. The contractor is responsible for voyage planning, loading, securing, transporting, and offloading cargo. Vessel Towage: Providing watercraft capable of towing US Government vessels, both powered and unpowered or disabled. Responsibilities include detailed towage planning, route assessment, weather monitoring, contingency planning, providing qualified mechanics for operations during near freezing weather, and providing riding crews. Ammunition Handling and Transport: Managing the safe and compliant handling, transportation, and security of all ammunition and explosives. This includes strict compliance with international and domestic safety regulations such as the International Maritime Dangerous Goods Code, 49 CFR, and DA PAM 385 64, maintaining a comprehensive vessel security plan with 24-hour watch, and implementing an emergency management plan. Afloat Storage and Mooring: Remaining securely moored at destination ports to provide afloat storage for military equipment for specified durations, ensuring continuous safety and 24-hour access to assets while safeguarding equipment during severe weather. REQUIRED CAPABILITIES If your organization has the potential capacity to perform any of these requirements, please provide the following information: Organization name, address, email address, website address, telephone number, and size and type of ownership for the organization. Tailored capability statements addressing the particulars of this effort, specifically highlighting experience operating within the INDOPACOM AOR. The Government will evaluate market information to ascertain potential market capacity to: Provide supplies and services consistent in scope and scale with those described in this notice. Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform in a foreign OCONUS environment within the INDOPACOM AOR. Implement a successful project management plan that includes compliance with volatile operational schedules, host nation customs and port authority regulations, and risk mitigation for international maritime logistics. Provide services under a performance-based service acquisition contract. ELIGIBILITY The vendor must demonstrate the capability to perform in the required designated area, which encompasses any location in the INDOPACOM AOR. Vessels must be maintained to the highest class of a recognized classification society and must be US Flag vessels unless an official waiver is received. Vendors must also possess the capability to secure a minimum of 5 million dollars in public liability insurance for the transportation of ammunition and explosives. ADDITIONAL INFORMATION ATTACHMENTS Interested parties are requested to submit a capabilities statement of no more than 5 pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 06 June 2026. The anticipated contract action will be a Blanket Purchase Agreement. The estimated periods of performance, quantities, and specific service additions will be handled at the individual order level to accommodate operational volatility. REQUIRED DOCUMENTATION This documentation must address at a minimum the following items: Experience in INDOPACOM AOR: What capabilities and past performance can your company provide specifically within the maritime spaces of the INDOPACOM region? Fleet Capabilities and Rigging: Describe your available watercraft, towing gear, and compliance with US Flag and classification society standards. Ammunition Transport and Insurance: Describe your capability to safely transport ammunition and explosives and provide verification of the mandatory 5 million dollars public liability insurance coverage. Company Profile: Provide a statement including status and company profile to include number of employees, office locations, UEI number, and business size. Your response shall be electronically submitted to the Contract Specialist in either Microsoft Word or Portable Document Format. All data received marked as corporate or proprietary will be fully protected from any release outside the Government.
