NOTICE TO OFFERORS: THIS SOLICITATION IS SUBJECT TO AVAILABILITY OF FUNDS. A site visit is scheduled for 29 November 2017. Please refer to Solicitation Section L for details. This notice serves to announce the solicitation for Full Food Services on a non-personal basis at Keesler AFB, MS. The contractor shall provide all personnel, supervision, and any items necessary to perform full food service for three (3) dining facilities, one (1) central preparation kitchen, and one (1) flight kitchen located at Keesler AFB, MS all in strict accordance with the Performance Work Statement (PWS). The period of performance is estimated to be 1 April 2018 - 30 September 2018, plus four one-year option periods and two one-year incentive option periods, for a total performance period not to exceed 84 months. The acquisition will be 100% set aside for Small Business with allowance for the State License Agency (SLA) under the Randolph-Sheppard Act to submit a proposal. The applicable NAICS code for this acquisition is 722310 (Food Service Contractors) and the size standard is $38.5M. The source selection will be conducted in accordance with Federal Acquisition Regulations 15.3 as supplemented by Department of Defense Source Selection Procedures, Air Force Federal Acquisition Regulation Supplement (AFFARS) 5315 Contracting by Negotiation (dated 3 June 2016), and AFFARS Mandatory Procedures 5315.3 Source Selection (dated 27 January 2017). The PWS will be posted with the solicitation at www.FedBizOpps.gov on or about 30 Oct 2017. The solicitation may be posted earlier or later. Once the solicitation is posted it is up to the interested party to review the site frequently for any updates/amendments to any and all documents; as well as verifying the number of amendments issued prior to the due date for proposals. No paper copies of the solicitation will be available and no electronic or verbal responses to this synopsis will be accepted. The Government anticipates award of a firm-fixed price contract as a result of the solicitation. The solicitation may be downloaded from FedBizOpps, since copies of the solicitation will not be available for mailing. All prospective offerors must be registered in the System for Award Management (SAM) prior to award of contract with any DoD agency. Registration may be accomplished at https://www.sam.gov/. Proposal questions will only be accepted once the solicitation is posted. All proposal questions must be in writing, and answers will be posted for all interested parties to review.
