THIS SOLICITATION IS IN RELATION TO PRE-SOLICITATION NOTICE N0016725R1004. THE SOLICITATION NUMBER HAS BEEN UPDATED TO N0016726R0003 DUE TO CROSSING OVER FISCAL YEARS. THE SOLICITATION DOCUMENT AND ALL ATTACHMENTS ARE LOCATED IN THE SOLICITATION MODULE OF PIEE AT: https://piee.eb.mil/sol/xhtml/unauth/search/oppMgmtLink.xhtml?noticeId=N0016726R0003¬iceType=SolicitationNotice THIS IS A FULL AND OPEN COMPETITION, AND PROPOSALS ARE DUE NO LATER THAN NOON EASTERN, 9 JANUARY 2026. The tasking under this Statement of Work (SOW) falls under Product Service Code (PSC) J019, R425 and L019. Title: Naval Surface Warfare Center Carderock Division (NSWCCD) Detachment Norfolk Waterfront Operations. The scope of work falls into two broad categories: General Program Requirements and Waterfront Operations. General Program Requirements include transition, program management, operations management of Building V-47, reporting, and safety compliance oversight. Waterfront Operations includes the operation of small watercraft, industrial maintenance and repair, and Research and Development, Test and Evaluation (RDT&E) project support for NSWCCD and organizations associated with NSWCCD. Small watercraft assigned to NSWCCD Detachment Norfolk include boats, watercraft, and vessels ranging in length from 1 foot to 230 feet. All boats within the Navy stock system could potentially require work and require Contracting Officer Representative (COR) or Procuring Contracting Officer (PCO) approval. The contractor shall accomplish the work on site at NSWCCD Detachment Norfolk's facility in Norfolk, VA, at remote test sites, on deployed small watercraft, and the contractor's facility.
