SOURCES SOUGHT NOTICE Battery Operated Micro Walk Behind Floor Scrubber 1. Disclaimer and Purpose This Sources Sought Notice / Request for Information (RFI) is issued solely for� market research� and planning purposes and shall not be considered an invitation for bid, request for quotation, request for proposal, or an obligation on the part of the Government to acquire any products or services. Your response will be treated as information only. This request does not constitute a solicitation or the authority to enter into negotiations or award a contract, and no funds have been authorized, appropriated, or received for this effort. The Government will not pay, nor reimburse, any direct or indirect costs associated with responding to this notice, and no entitlement to payment shall arise from the submission of information or the Government s use of such information. If this requirement proceeds to solicitation, respondents should assume applicable VA information security and privacy requirements will apply (e.g., VAAR 852.204 71 and related clauses, updated Appendix C, and any required Business Associate Agreement) and should be prepared to comply. The information provided in response to this notice may be used by the Department of Veterans Affairs (VA) to develop its acquisition strategy, statement of work/statement of objectives, and performance specifications. Interested parties are responsible for clearly marking any proprietary or competition sensitive information in their responses. Submission of pricing, capability information, and other market data is highly encouraged and is permitted under this Sources Sought in accordance with FAR 15.201(e). 2. Objective and Set Aside Considerations The purpose of this notice is to conduct market research to support appropriate acquisition decisions and to gain knowledge of potential qualified: Service Disabled Veteran Owned Small Businesses (SDVOSBs) Veteran Owned Small Businesses (VOSBs) 8(a) Small Businesses HUBZone Small Businesses Women Owned Small Businesses Other Small Businesses Large Businesses that are interested in and capable of providing the products and services described in this notice. Currently, a total set aside for SDVOSB firms is anticipated in accordance with Public Law 109 461, Section 8127 (Veterans Benefits Act). However, if responses from SDVOSB firms are inadequate, the Government may use an alternate set aside (e.g., VOSB or other Small Business) or full and open competition. This notice does not restrict the Government to a particular acquisition approach, and the Government will not be bound by any information presented here if a solicitation is issued. 3. Description of Requirement 3.1 Requiring Activity and Location Agency: Department of Veterans Affairs (VA), Veterans Health Administration (VHA) Network: VA Heartland Network 15 / Network Contracting Office (NCO 15) Facility: Harry S. Truman Memorial Veterans Hospital Address: 800 Hospital Drive, Columbia, Missouri 65201 5275 The VA Heartland Network 15 Contracting Office requires the� supply and delivery of 15 battery operated micro floor scrubber equipment� to support the Environmental Management Service (EMS) operations and medical facility cleaning mission at the Harry S. Truman Memorial Veterans Hospital. The Government anticipates awarding a� single award contract� for these supplies. 3.2 Equipment Scope The contractor shall furnish all EMS related products necessary to meet clinical cleaning demand in accordance with the attached Statement of Work (SOW), including battery operated micro style floor scrubber and any associated accessories, training, and support necessary for safe and effective operation. A representative requirement (for market research purposes) includes equipment equivalent in performance to the Nilfisk SC351 Battery Operated Floor Scrubber (Brand Name or Equal), or a similar micro floor scrubber / burnisher solution that meets or exceeds the salient characteristics listed below. 4. NAICS Code and Business Size The applicable North American Industry Classification System (NAICS) code is: NAICS 333310 Commercial and Service Industry Machinery Manufacturing Small Business Size Standard: 1,000 employees (employee based standard). Technical Capability Statement (j) A capability statement describing your organization s qualifications and demonstrated ability to perform as a contractor for the work described, including: Overview of proposed solution(s) and how they meet or exceed the salient characteristics and SOW requirements. Description of the product(s) and any options or configurations relevant to VA s EMS cleaning operations. Any available product literature, brochures, or technical datasheets. Available pricing structure (e.g., all on FSS, open market only, mixed, firm fixed price, other). Estimated lead time from receipt of order to delivery. Buy American Act information: Percentage of domestic end product. Percentage of foreign end product and country(ies) of origin. Small Business Questions (If Applicable) Discussion of how you will comply with the Limitations on Subcontracting (FAR 52.219 14) for supply contracts. This notice shall not be construed as a commitment by the Government to issue a solicitation or award a contract, nor does it restrict the Government s acquisition strategy or set aside determination. Statement of Work Battery Operated Micro Style Floor Scrubber Requirements The contractor shall provide all materials, tools, equipment, software, and training necessary for the effective use of the Micro style floor scrubber in accordance with this Statement of Work (SOW) and the schedule of services and prices. The contractor s solution shall fully support the Environmental Management Service (EMS) cleaning mission at Harry S. Truman Veterans Medical Center (HSTVMC). Background The HSTVMC EMS Department must replace outdated and end of life floor scrubbing equipment. The facility consists primarily of laminate composite flooring, with additional areas of vinyl composite tile (VCT) and hardwood. EMS is responsible for cleaning and maintaining all flooring within HSTVMC, which encompasses approximately 690,000 square feet of cleanable floor space. To support this volume and ensure consistent cleanliness and safety, the use of reliable, motorized floor care machines is required. Place of Performance All equipment, tools, and any related software and training will be provided for use at the following location: Harry S. Truman Memorial Veterans Hospital 800 Hospital Drive Columbia, MO 65201 Acronyms and Definitions CDR Contract Discrepancy Report: Report issued by the Government to the contractor documenting a supply or service found to be unacceptable during contract performance. CLIN Contract Line Item Number: Unit of work or service to be performed or delivered by the contractor as a pay item. CO Contracting Officer: Individual with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. COR Contracting Officer s Representative: Individual designated and authorized in writing by the Contracting Officer to perform specific technical or administrative functions. QA Quality Assurance: Actions taken by the Government to ensure contracted supplies and services meet SOW requirements. Performance Requirements Oversight: A Contracting Officer s Representative (COR) and/or Alternate COR (ACOR) may be assigned to this procurement, with written notification provided to the contractor after award. Quantity and General Requirement: The HSTVMC EMS Department requires the acquisition of fifteen (15) Micro style floor scrubbers or equivalent units that meet or exceed the salient characteristics listed below. Salient Characteristics: The contractor shall provide a battery operated micro floor scrubber that, at a minimum, meets the following salient requirements (Brand Name or Equal): Overall power rating of at least 450 W. Burnisher/scrubber cleaning path with a pad/brush driver width of approximately 14 14.5 inches. Capability to climb grades of at least 10 percent. Maximum running time of about 100 minutes per full charge. Operating speed between 2 and 3 mph (up to approximately 2.5 mph). Nominal system voltage of 12 V with an AGM battery configuration providing approximately 234 Ah capacity. IPX4 protection class and insulation class III. Sound level during operation not to exceed 65 dBA (approximately 64 dB(A)). Brush motor rating of approximately 260 W. Solution tank capacity of about 2.9 gallons (11 liters). Recovery tank capacity of about 3 gallons (11 liters). Water flow in the range of 0.066 / 0.132 gpm (0.025 / 0.5 Lpm). Minimum turn around aisle width of approximately 33.5 inches (37 cm). Scrubbing width of about 14.5 inches (37 cm). Squeegee width of about 18.7 inches (47.5 cm). Operating weight of roughly 146 lb (66.2 kg), with weight without batteries of approximately 93 lb (42.2 kg). Vacuum motor rating of about 200 W with vacuum airflow near 37.7 cu ft/min (17.8 L/sec). Powered two wheel design with a turning radius of less than 34 inches to allow maneuvering in corridors and confined spaces. Design, materials, and controls suitable for daily use in an active healthcare environment Training: The contractor shall provide comprehensive operator training on the use of the Micro style floor scrubber, to include at a minimum: Performance of preventive maintenance (PM) checks. Proper filling and starting procedures for the unit. Correct use, operating modes, and typical operating time. Procedures for emptying and cleaning the unit after use. Proper charging procedures and battery care. Invoicing and Payment: Payment will be made upon receipt of a properly prepared, detailed invoice submitted electronically via the VA s e invoicing system at: http://www.fsc.va.gov/einvoice.asp A properly prepared invoice shall include: Invoice number and date Contractor s name and address Accurate purchase order number Description of supply or service provided Period during which the supply was provided Total amount due Contract Administration General: All contract administration functions will be retained by the Department of Veterans Affairs. The Contracting Officer is the only individual authorized to approve changes or modify any requirements under this contract. The contractor shall communicate with the Contracting Officer on all matters pertaining to contract administration. Only the Contracting Officer may make commitments or issue changes that affect price, quantity, quality, or any other terms of performance. Any change undertaken at the direction of a person other than the Contracting Officer shall be considered unauthorized, and no adjustment will be made to the contract price to cover resulting cost increases. Contracting Officer s Representative: Pursuant to VAAR 852.270 1, Representatives of Contracting Officer, the COR for this contract will be designated in writing at the time of award. The COR will be responsible for technical monitoring and inspection of the contractor s performance but may not modify the contract. Personnel Non Personal Services: This is a non personal services contract. Personnel providing services under this contract are not subject, by its terms or by administration, to the supervision and control typically associated with a Government employee relationship. The Government shall not supervise or control contractor employees performing under this contract; such personnel shall be accountable solely to the contractor, who is, in turn, responsible to the Government. Off duty hours: - Friday through Monday, 4:30 p.m. to 8:00 a.m. - Monday through Thursday, 4:30 p.m. to 8:00 a.m. Quality Control and Performance Monitoring Government Surveillance: The COR may monitor contract performance using, but not limited to, the following methods: Direct observation of actual performance. Inspection of equipment and services to determine compliance with contract requirements. Review of records, reports, and other relevant documentation. Contract Discrepancy Reporting: When unacceptable performance occurs, the COR shall notify the contractor and the Contracting Officer. Notification will normally be in writing, but may be verbal when circumstances require; all verbal communication will be documented and placed in the COR file. When formal written communication is warranted, the COR shall issue a Contract Discrepancy Report (CDR) to the contractor s program manager. The contractor shall acknowledge receipt of the CDR in writing. The CDR will specify whether a written corrective action plan is required, the nature of the deficiency, and the time allowed for submission. The Government will review the contractor s corrective action plan to determine its acceptability. CDRs may form part of the supporting documentation for contractual remedies deemed necessary by the Contracting Officer. Corrective Action: If any services do not conform to contract requirements, the Government may require the contractor to re perform the services at no additional cost to the Government. When defects cannot be corrected by re performance, the Government may require the contractor to take other necessary actions to ensure future performance conforms to contract requirements, also at no additional cost to the Government. Contract Security This requirement does not involve VA information systems or sensitive data. Accordingly, Certification and Accreditation (C&A) requirements do not apply, and a Security Accreditation Package is not required. Technical Reference Representative Equipment For context only (brand name or equal requirement), the VA has reviewed the Nilfisk SC351 walk behind micro scrubber as an example of equipment that provides fast, effective, single pass cleaning and drying in healthcare facilities. Key characteristics of this class of machine include: Battery power with up to approximately 100 minutes of run time per charge. Compact design with a rotating deck for cleaning under and around obstacles. Ability to sweep, scrub, and dry in a single pass, including effective water pickup in forward and reverse. Cordless operation to reduce tripping hazards. Low noise level for use in noise sensitive environments. Brush assisted operation, multiple operating modes, and manageable maintenance (AGM batteries, easily removable tanks, tool less access to key components). Offerors are not required to propose this specific model but must provide equipment that meets or exceeds the salient characteristics.
