Description

INTENT TO SOLE SOURCE The Department of Veterans Affairs, VHA Regional Procurement Office Central, Network Contracting Office 10, intends to enter into a sole source procurement for ABB Variable Frequency Drives (VFDs) for the Richard L. Roudebush VA Medical Center, 1481 W. 10th Street, Indianapolis, IN 46202. The Department of Veterans Affairs intends to award a sole source, firm-fixed price purchase order to Fuller Engineering Company, LLC, 4135 W. 99th Street, Carmel, IN 46032. The associated North American Industry Classification System (NAICS) Code is 334512 Automatic Environmental Control Manufacturing for Residential, Commercial and Appliance Use, and the Business Size Standard is 650 employees. The contractor will supply and deliver two (2) ABB ACH580 15 HP, 23 AMP (NEMA 1 Vertical Bypass) VFD s and two (2) ABB ACH580 30 HP, 44 AMP (NEMA 12 Boxed Bypass) VFD s to the Indianapolis VAMC to replace aging units in air handling units (AHU s) 37A and 37B servicing the 4th floor operating room suites. Procurement includes VFD s, documentation, warranties, and start-up services. It is the Government s belief that Fuller Engineering Company is the only vendor capable of providing the required VFDs and start-up services in the time required. For standardization purposes, the Indianapolis VAMC has selected VFDs manufactured by ABB as the campus standard. While this procurement is not classified as an emergency at this time, there is an urgent need to replace the VFDs to run the supply and return air fans for the surgery air handling units (AHUs). These units are in poor repair, require frequent maintenance, and are no longer fully compatible with the Building Management System as presently installed. We have no back up for these units. If these units cease operating, surgery cannot continue to provide services. The proposed vendor, Fuller Engineering Company, LLC, has performed services on this equipment in the past and is knowledgeable of the affected AHUs and ABB VFDs, has the ability to quickly deliver the VFDs as they have them in stock, and has the capability to perform the start-up testing. This notice satisfies the requirement at FAR 5.101(c)(4)(vii) to publicize the proposed contract action. This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested persons may identify their interests and capability to respond to this requirement no later than 11:59 PM Eastern Time, Tuesday, May 12, 2026. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
