*This is not a solicitation for competitive proposals; however, if any interested party believes that they can meet the above requirement, they may submit a capability statement to the point of contact listed in this Special Notice. All information furnished must be in writing and must contain sufficient detail to allow USACE to be able to determine if the interested party can perform the requirement described herein. All responsible sources may submit a capability statement which shall be considered by the agency. The submission must be received no later than TBD to joseph.b.jarvis@usace.army.mil.The U.S. Army Corps of Engineers (USACE), Portland District, intends to award a firm-fixed-price, sole-source contract to SISCO, Inc., located at 6605 19 1/2 Mile Rd, Sterling Heights, MI 48314. This acquisition is for the procurement of the following proprietary software licenses and associated support services: Item 1: AXS4-ICCP Development License (Part Number: AXS4-ICCP-142-095-DEV), Quantity: 1 Item 2: AXS4-ICCP PAK Runtime Only License (Part Number: AXS4-ICCP-142-095-PAK), Quantity: 3 This action is conducted under the authority of RFO (Revolutionary FAR Overhaul) Federal Acquisition Regulation (FAR) 12.102(a), "Only one responsible source and no other supplies or services will satisfy agency requirements." SISCO, Inc. is the sole developer, manufacturer, and maintainer of this proprietary software. The SISCO AX-S4 ICCP software is the only product identified that can ensure seamless and reliable communication with Western Area Power Administrations (WAPA) existing infrastructure. The software is fully compliant with the IEC 60870-6 TASE.2 (Inter-Control Center Communications Protocol) standard, making it uniquely suited for integration. A Statement of Non-Availability (SoNA #216822198) has been issued by CHESS, confirming this requirement cannot be fulfilled through the mandatory IT source. This notice is NOT a request for competitive quotations. However, any interested party that believes it can meet the requirements may submit a capability statement. The statement must be provided in sufficient detail to the point of contact listed below via email no later than the response date and time. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. If no affirmative written responses are received, an award will be made to SISCO, Inc.
