1. THE SUBJECT REQUIREMENT IS BEING SYNOPSIZED IN ACCORDANCE WITH FAR 5.204. THIS IS A SYNOPSIS ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. 2. Naval Facilities Engineering Command (NAVFAC) Far East, Public Works Department Atsugi, Facilities Engineering and Acquisition Division (FEAD) has an upcoming multiple year a single award Indefinite Delivery/Indefinite Quantity (IDIQ) type performance-based service contract comprised of Recurring and Non-Recurring work items. 3. The scope of work is the following services at U.S. Naval Air Facility, Atsugi, Japan: a. Maintenance, Inspection, and Repair Services for HVAC Systems, Refrigeration, Biocidal Treatment Devices, and other HVAC related equipment: various locations b. Maintenance, Inspection, and Repair Services for Hangars: various location c. Inspection, Testing, and Certification for Aboveground Storage Tank (AST) and Underground Storage Tank (UST): various location 4. CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. STATUS OF FORCES AGREEMENT: The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. 5. Award will be made to the responsive, responsible offeror whose proposal, conforming to the solicitation, is the lowest prices, technically acceptable offer. 6. Hard copies will not be provided. It is the offerors responsibility to check the websites daily for any amendments to this solicitation.
