Description
Under Statutory Authority 41 U.S.C. 1901 the VA Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with STRYKER CORPORATION. The Contractor shall provide preventative maintenance and repair services for the Stryker scope equipment as stated in the Statement of Work (SOW) for the William S. Middleton Memorial Veterans Hospital, 2500 Overlook Terrace, Madison, WI 53705. This acquisition is conducted under the authority of 41 U.S.C. 1901 Simplified acquisition procedures as implemented in FAR 13.106-1 only one responsible source and no other supplies or services will satisfy agency requirements. This will be a firm fixed price contract for a base plus (4) four option year contract. The NAICS Code is 811210. This Notice of Intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and services to the Contracting Officer by 9:00AM (LOCAL TIME) 06/12/2026. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the below requirements (see SOW). Responses received will be evaluated. However, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Officer will proceed with the sole source negotiation with the STRYKER CORPORATION. STRYKER AIM 1788 AND SCOPE MAINTENANCE SERVICES STATEMENT OF WORK Background: The William S. Middleton Memorial Veterans Hospital, located at 2500 Overlook Terrace, Madison, WI 53705, hereinafter referred to as the Madison VA, requires maintenance and repair services for the Stryker Scope equipment listed in Table 1 below. Scope: The Madison VA requires a qualified contractor to provide preventative maintenance and on-demand repair services for the specified components of Stryker's 1788 AIM 4K PLATFORM, as detailed in Table 1. The contractor must supply trained technicians to ensure prompt equipment uptime and utilize OEM-certified parts and preventative maintenance procedures. A detailed preventative maintenance schedule must be submitted to the Contracting Officer's Representative (COR) no later than 10 business days following the contract award. The contractor will supply all labor, materials, travel, supervision, tools, test equipment, cleaning supplies, and facilities necessary to complete these services. Preventative maintenance reports shall be delivered to both the COR and the Surgical service designee. Upon completion of each maintenance visit, the technician will physically inspect the equipment with a designated representative from the COR, Surgical Staff, or Healthcare Technology Management (HTM) prior to departure from the Madison VA. If electronic reporting is utilized, the contractor must provide the COR and Surgical Staff designee with the necessary website link, access codes, and passwords (if applicable) within 10 business days of the contract award. Repair Services: The contractor will provide unlimited repair services for all contracted equipment listed in Table 1 at no additional cost to the Madison VA. The Contracting Officer's Representative (COR) or Surgical Service designee will initiate repair requests as needed. The contractor is responsible for all associated labor, materials, travel, shipping, supervision, tools, and test and cleaning equipment required for complete repairs.� The contractor must provide a replacement or loaner product within a 24-hour turnaround time. Upon completing an onsite repair, the technician will: Certify the equipment as functional. Provide a service report to the COR and Surgical Service designee. Physically inspect the equipment with a facility representative prior to leaving.� If electronic reporting is used, the contractor must provide access details (website link, access codes, passwords) to the COR and Surgical Staff designee within 10 business days of the contract award. Technician Certifications: Technicians must be certified and have up-to-date certifications on all equipment they service. Proof of Technician Certification shall be provided to the COR. Field Service Engineers (FSE) shall be OEM factory trained and authorized to work on equipment to be serviced by this contract. FSE shall provide job title, job description, and qualifications of services provided to the COR. The COR may authenticate the training requirements, request training certificates or credentials from the FSE at any time for any personnel who shall be servicing or installing any Madison VA Hospital Skytron equipment. The Contracting Officer (CO) or COR specifically reserves the right to reject any of the Contractor's personnel and refuse them permission to work on the Madison VA Hospital Stryker equipment. If subcontractors are used, they must be approved in advance by the COR. The Contractor shall submit any proposed change in subcontractor(s) to the COR for approval/disapproval. All FSE providing services shall be aware of and compliant with Madison VA Hospital policy and procedures pertaining to safety, fire, severe weather, and emergency procedures. Contractor shall provide a "fully qualified" FSE and a "fully qualified" FSE who shall serve as the backup. "Fully Qualified" shall be based upon training and on experience in the field. For training, the FSE(s) shall have successfully completed a formalized training program, for the equipment identified in the Equipment Section.� Manufacturer Parts and Software Updates: Manufacturer parts or parts authorized by the manufacturer are the only parts to be used for PMs and repairs. If the parts being used are not a manufacturer part the technician shall provide manufacturer s authorization to the COR with the service report. The contractor must also have full access to all manufacturer parts and be able to obtain those parts with the same lead time as the Original Equipment Manufacturer. Additionally, access to proprietary software upgrades is included under the terms of this contract. Hours of Coverage & Federal Holidays: Service will be provided during regular coverage hours of 8:00 am to 6:00 pm local time, Monday through Friday, excluding federal holidays or any other day designated as a Federal Holiday by Presidential Decree. The contractor shall contact the POC or his/her designee prior to commencing any work on the premises. All scheduled down time shall be completed after hours, local time. Federal Holidays are: New Years' Day Martin Luther King Day Presidents' Day Memorial Day Juneteenth Independence Day Labor Day Columbus Day Veterans' Day Thanksgiving Day Christmas Day Inspection and Acceptance Criteria: Healthcare Technology Management (HTM) team will ensure all hardware and software are set up correctly and working properly as part of the acceptance process. HTM with the end users about any potential issues before completing the acceptance process. Payments: The Contractor shall be paid, upon submission of proper invoices or vouchers, the prices stipulated herein for services rendered and accepted, less deductions, if any, as herein provided. Payments will be made monthly in arrears. Invoices MUST INCLUDE, at a minimum, the following information: Contract Company Name, Purchase Order Number, Invoice Number, Item(s) covered (to include serial numbers as applicable) and covered period of service. Only one original invoice will be required for each request for payment. Place of Performance: William S.
