Description

This serves as Notice of Intent of the NAVSUP Fleet Logistics Center Norfolk (FLCN)’s intent to issue a bilateral modification to extend the period of performance of the current Caribbean husbanding contract, Contract No.: N00189-10-D-0050, with Ship Supply of Florida, Inc. (Ship Supply) on a sole source basis. At present, the current Caribbean husbanding contract is in on its second extension, which will expire on 30 April 2017. The period of performance will be extended for a base period of ten (10) months beginning 01 May 2017 and continuing through 28 February 2018. The performance work statement detailing the required husbanding support services remains the same. Based on the current number of projected port visits to occur from 01 May 2017 through 28 February 2018, a maximum increase to the contract is required. There would be significant risk to the U.S. Navy’s global readiness capability if the current Caribbean husbanding contract is not extended. The extension of the contract will provide essential, immediate, and interim contract support for port visits throughout the Caribbean region. The NAVSUP FLCN intends to conduct this contract action under the authority of Title 10 USC 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1. The NAVSUP FLCN is currently in the solicitation process for the follow-on contract which has an anticipated award date on or around 22 January 2018. This “Notice of Intent�? is for informational purposes only; it is not a request for competitive proposals nor should it be construed as a commitment by the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency within 4 days after the publication date of this notice of contract action. A determination by the Government not to compete this bilateral modification to increase the maximum and extend the period of performance of the current Caribbean husbanding contract based upon responses to this notice is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) for this action is 488310.
