This is the U.S. Embassy Riga Pre-Solicitation Notice only. Contractors are required to read the requirements below. No responses are requested by this notice. The U.S. Embassy Riga issues this notice with the intent of giving an opportunity to all interested parties to appropriately prepare for the anticipated Request for quotes (RFQ). This is not a request for proposal; this is for pre-solicitation/informational purposes only. No award will be made based on responses received to this notice. The U.S. Embassy Riga, Latvia, has a requirement for professional services to remove and install two boilers. The Contractor shall provide the labor, tools and materials necessary to remove, dispose and install two boilers as required by the SOW. Temporary heating solutions may be required to maintain safe indoor temperatures during the installation period. Boilers must be locally sourced to ensure timely installation, ready access to parts, and the availability of qualified service technicians. U.S.-based units are not serviceable in Latvia, and reliance on overseas support would result in unacceptable delays and increased costs. The Contractor is responsible for determining and obtaining all necessary local permits, licenses, and certifications required for the removal of existing boilers and installation of new units. All work must comply with U.S. Department of State Overseas Buildings Operations (OBO) standards, Latvian building codes, and applicable regional safety and pressure-vessel standards. Interested parties are reminded that information furnished hereunder may be disclosure under the Freedom of Information Act (FOIA). Therefore, all items that are confidential to business, or contain trade secrets, proprietary, or personnel information must be clearly marked. Marking of items will not necessarily preclude disclosure when the U.S. Embassy Riga determines disclosure is warranted by FOIA. However, if such items are not marked, all information contained within documents will be deemed releasable.
