Description

The Tennessee Valley Healthcare System (TVHS) VA Medical Center (VAMC) has a requirement project 626-26-101 for commissioning services, this project will upgrade or replace the campus generator systems and fuel tanks. The existing system does not have enough load capacity to support current and growing needs of TVHS, Nashville Campus. Project includes Generators, Fuel Tanks, building/enclosure, cabling/wiring, Automatic Transfer Switches (ATS), Controls, Load Shedding, Physical Security Upgrades, Testing and Commissioning. Existing units are past their life expectancy. The consultant will provide 3rd party commissioning services from Design through the entire phase of Construction. Consultative services shall include mechanical, plumbing, electrical power, electrical systems, controls, architectural, structural, fire alarm and fire protection. Consultant process shall be a comprehensive, team approach through the entirety of the project (Review design drawings, review submittals and schedules, construction inspections, and commissioning of systems) culminating with a fully functional, Emergency Generator, optimized system. System must be able to integrate into the existing facilities Building Automation System (BAS). The Period of Performance is approximately 650 day- 285 calendar days for design and 365 calendar days for construction. PRODUCT/SERVICE CODE: C222 Architect and Engineering General: Electrical Systems. This will be a 100% set-aside for Service-Disabled Veteran-Owned Small Business concerns under the authority of 38 U.S.C. section 8127(d). This requirement will be procured per Federal Acquisition Regulation (FAR) Part 14.101 Sealed Bidding. The evaluation factors under consideration for this requirement will be available upon the solicitation release, which is anticipated to be posted on or around 19 December 2025. This requirement is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under the authority of 38 U.S.C §8127 (d). Only those SDVOSB s listed and viewable in the SBA database located at https://veterans.certify.sba.gov/. The database will be checked at the time of offer submission as well as prior to award. All offers must also have an active listing in the System for Award Management (SAM) database. In addition to the requirements as set forth in the solicitation notice (to be issued), the proposed contractor must also be determined responsible in accordance with FAR Part 9. The Contracting Officer will determine responsibility prior to any award being made.
