All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Notice Type: Sources Sought / Request for Information (RFI) Project Title: Repair/Upgrade HVAC System, Area A, Building 320 Agency/Office: 47th Contracting Squadron (47 CONS), Laughlin Air Force Base, TX NAICS Code: 238220 (Plumbing, Heating, and Air-Conditioning Contractors) SBA Size Standard: $19.0 Million Magnitude of Construction: Between $1,000,000 and $5,000,000 Response Deadline: June 15, 2026 at 2:00 CDT 1. Project Description The 47th Contracting Squadron is conducting market research to identify qualified and responsible Small Business concerns capable of executing a commercial construction project to repair and upgrade the HVAC system for Area A of Building 320 (B320), a 107,068 square foot facility at Laughlin Air Force Base, Texas. The anticipated scope of work is detailed in the project's Statement of Work (SOW) and Issued for Construction (IFC) design documents (which will be provided with a formal solicitation). The project will focus on Area A, which is comprised of Air Handler Units (AHU) AHU-2 and AHU-6, and their respective ducting systems, Variable Air Volume (VAV) boxes, and supporting systems. The existing building utilizes Siemens and Johnson Controls Direct Digital Control (DDC) systems. The work includes, but is not limited to, providing all materials, labor, tools, and equipment for the demolition, removal, disposal, installation, and commissioning of the new HVAC system components as specified in the design. The contractor will be responsible for protecting existing infrastructure and ensuring the remainder of the facility remains operational during construction. 2. Requested Information (Capability Statement) Interested contractors are requested to submit a brief Capability Statement (no more than 7 pages). Please format your response to address the specific criteria outlined below: Required Information/Details to Provide Company Profile: Company Name, Address, Point of Contact (Name, Phone, Email), Unique Entity ID (UEI), and CAGE Code. Business Size & Status: Confirm your firm's size status under NAICS 238220 ($19.0M). Indicate any applicable socio-economic categories (e.g., 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Woman-Owned Small Business (WOSB)). Past Performance: Provide a summary of up to three (3) similar commercial or government HVAC construction projects completed within the last five (5) years. "Similar" is defined as projects involving HVAC replacement in occupied facilities with a value between $1.5M and $3M. Include project title, value, customer POC (with email/phone), and a brief description of the work performed. Bonding Capacity: Provide a statement from your surety confirming the ability to secure Performance and Payment Bonds for a project valued up to $3,000,000. This is required per RFO Part 28.102-1. Subcontracting Limitations: Provide a statement confirming your firm's ability to comply with RFO 52.219-14, Limitations on Subcontracting. This clause requires the prime contractor to perform at least 25% of the cost of the contract with its own employees for construction contracts. 3.
