Pre-solicitation No. 36C26126R0033 Project 640-26-113 Title: Renovate B1002 at Sunnyvale - Design Location: Veterans Affairs Palo Alto Health Care System located at 1080 Innovation Way, Sunnyvale CA. All information in this pre-solicitation announcement is preliminary, as well as subject to modification, and is no way binding on the Government. Department of Veterans Affairs, Network Contracting Office (NCO 21) intents to issue a request for Architectural and Engineering Design services on or about March 30, 2026. A request for proposal will be issued as a total SDVOSB set-aside. The applicable North American Industry Classification System (NAICS) code is 541330, Engineering Services, and the Small Business Size Standard is $25.5 million. PSC code is C1DA, Architecture and Engineering Construction: Hospitals and Infirmaries. Pursuant to VAAR 836.204, the disclosure of magnitudes on the AE project is between $1 million and $2 million dollars. Proposals will only be requested and accepted from Vendors that are verified and registered in the System for Award Management (SAM) and be verified in the Small Business Administration s (SBA) Dynamic Small Business Search (DSBS) as a Service- Disabled Veteran Owned Small Business (SDVOSB) from the Network Contracting Office (NCO) 21. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See https://www.sam.gov/SAM/pages/public/index.jsf). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. General Description of the work includes, but not limited to, the following: A-E Part One Services (also known as Design Phase Services) for this design project include and not limited to site visits, field investigations, studies, and user interviews to prepare drawings, specifications, and cost estimates for all facets of work and disciplines/trades to facilitate a construction project to renovate approximately 21,000 GSF of existing shell space on the first floor of a 2-story building, for dry lab research and associated site improvements, to include surface parking. Building 1002 is a two-story steel framed building construction in 1962. Projects to seismically upgrade, add elevator and lobby, building envelope improvements and roofing work were completed. The interior of the building presently exists as a shell space. The period of performance is approximately 233 calendar days after the Notice to Proceed (NTP) is issued.
