Project Title: FY26 Multiple Award Construction Contract for Moron Air BaseProject Location: Moron Air Base, SpainPROGRAM: Multiple Award Construction Contract (MACC) is a competitive Indefinite-Delivery Indefinite-Quantity (IDIQ), for Moron Air Base, Spain. Specific projects will be defined with each individual Task Order.PERIOD OF PERFORMANCE: A Single 5-year Ordering Period followed by one (1), 5- year ordering period option for a total of ten (10) years.MININUM/MAXIMUM: The minimum guaranteed amount for the life of each awarded contract is $500.00 (EURO Equivalent) that is payable following attendance at a mandatory post-award conference and the submission of a Quality Control Plan and Safety Plan. The total aggregate maximum contract value for all awarded contracts combined is estimated at $400,000,000 (EURO equivalent) for the 10-year ordering period.INSTRUCTION TO OFFERORS: This acquisition is being solicited on an unrestricted basis. Offerors must submit the documentation requested in Section L, as well as complete and submit the Representations and Certifications in Section K in its entirety. Offerors must be registered and active in the System for Award Management (SAM) at www.sam.gov in order to be eligible for contract award. NOTICE TO OFFERORS: In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Agreement of Defense Cooperation between the U.S.A. and the Kingdom of Spain, Annex 6, Article 1 (5) Spanish material, labor, and equipment shall be used whenever feasible and consistent with the requirements.
