SOURCES SOUGHT SYNOPSIS Title: Commercial Electrical Services (5-Year IDIQ) Notice Type: Sources Sought / Market Research Contract Type: Indefinite Delivery / Indefinite Quantity (IDIQ) Product Service Code (PSC): Z2AZ - Repair or Alteration of Other Administrative Facilities and Service Buildings NAICS Code:238210 - Electrical Contractors and Other Wiring Installation Contractors Period of Performance: 5 Year ordering period 1. Introduction & Purpose This is a Sources Sought Notice issued for market research and planning purposes only. This is not a Request for Proposal (RFP) or Request for Quote (RFQ). No solicitation document exists at this time. The Government is not obligated to award a contract based on this notice, nor will it pay for any information received in response. The purpose of this notice is to identify capable and qualified sources, specifically Local Small Businesses (SB), with priority placement consideration for Woman-Owned Small Businesses (WOSB) and Service-Disabled Veteran-Owned Small Businesses (SDVOSB), capable of providing commercial electrical services. 2. Scope of Work The Government anticipates establishing a Multiple Award 5-Year IDIQ contract to support ongoing electrical infrastructure and maintenance requirements. Individual projects (Task Orders) awarded under this IDIQ will range in value from just above the micro-purchase threshold ($2,500) up to $125,000 per project. 3. Vendor Requirements & Capabilities To be considered capable, interested vendors must demonstrate the ability to meet the following operational and technical requirements: "Requirement Category Description of Requirement Certifications Must employ/provide a commercial certified electrician. High Voltage & Panels Must be capable of working on commercially rated panels and disconnects, to include 3-phase high voltage systems. Wiring & Conduit Must be able to perform minor alterations for conduit and wiring runs through walls. Battery & UPS Systems Must be capable of installing, relocating, replacing, and servicing battery backup systems and Uninterruptible Power Supply (UPS) systems. Standard Fixtures Must be able to install, relocate, or upgrade electrical outlets, light switches, and light fixtures. Socioeconomic Status Must be a Local Small Business (SB). Priority placement for WOSB and SDVOSB to fill out the vendor pool. Response Time Must commit to bidding on all projects (task orders) submitted within 48 hours of receipt. Completion Timeline Must be able to complete typical task order work within 60 days of award (not including long lead items). Equipment Provision Must provide all necessary equipment, tools, and materials to complete the awarded work. Site Familiarization Must attend required site visits to ensure a complete understanding of the project and to minimize unknown site condition issues. Task Order Values Must be capable of executing individual projects ranging from >$2,500 up to $125,000. 4. Submission Instructions Interested parties who believe they possess the expertise and capabilities to meet these requirements are invited to submit a Capability Statement. Responses should be limited to 5 pages and must explicitly address the vendor's ability to meet the requirements listed in Section 3, along with their socioeconomic status and relevant past performance. This is a Sources Sought, the Government is open to seggested approaches to meet this requirement to include NAICS Code additionas, PSC additions, and Contract type. Suggestions should be provided with full rationale that clearly demonstrates industry standard approach.
